The green agenda is taking inspiration from the illiberal days of lockdown.
To this end, Oxfordshire County Council, which is run by Labour, the Liberal Democrats and the Green Party, wants to divide the city of Oxford into six ‘15 minute’ districts. In these districts, it is said, most household essentials will be accessible by a quarter-of-an-hour walk or bike ride, and so residents will have no need for a car.
On the surface, these 15-minute neigbourhoods might sound pleasant and convenient. But there is a coercive edge. The council plans to cut car use and traffic congestion by placing strict rules on car journeys.
Residents will have to register their cars with the council and they will be tracked to count their journeys through the key gateways. It’s the social credit scheme that starts with your car and works like anti-frequent-flyer points.
Under the new proposals, if any of Oxford’s 150,000 residents drives outside of their designated district more than 100 days a year, he or she could be fined £70.
The concept of the 15-minute city was born with ‘C40’. Chaired today by London mayor Sadiq Khan, C40 calls itself a ‘network of mayors of nearly 100 world-leading cities collaborating to deliver the urgent action needed right now to confront the climate crisis’.
Climate lockdowns? Seriously?
It all sounds a bit ridiculous to suggest a lockdown “for the climate” but listen to the BBC. They’re working awfully hard to persuade us — they obviously think voters won’t want this. Here they are connecting the “15 Minute City” to the fun of covid lockdowns, and setting this up as though it’s totally normal for the government to decide who your friends are:

And furthermore lockdowns in Paris were great social moments where we all made friends. Who knew how much fun it would be to be told you couldn’t drive far?
.. for Fraioli, the two-month lockdown that began on 17 March – confining her to a 1km radius of her home – gave her a nuanced, enriching view of her neighbourhood. “I discovered it’s possible to feel like you’re in a small village in Paris,” she says. “To get to know your neighbours, to maintain good links with shopkeepers, to favour local craftsmen and shops over large supermarkets. I even joined a citizens’ movement where people prepare food baskets for homeless people. I thought I would have a hard time living the lockdown, but I was perfectly at home, in a quiet place.”
I don’t seem to recall “getting to know neighbours” as being part of any lockdown anywhere?
And lookout — the 15 minute city is not just Oxford, but turning up in Brisbane, Melbourne, Barcelona, Paris, Portland and Buenos Aires. It’s everywhere.
Oxford City Council is moving faster than the rest
Apparently, not enough people are catching buses or riding bikes. But instead of making that more appealing, the totalitarians will force it through tracking and fines. Oxfordshire has just approved on November 29th, the “traffic filters” trial which will turn the city into a “fifteen minute city”. The Trial will start in Jan 2024.
It’s a crowded area, Oxfordshire, and no one likes traffic congestion, but in a free world the problem is self-limiting as drivers get fed up with delays and exorbitant parking costs, and they car-pool or choose to catch the bus or ride a bike. But in Big Nanny State the local rulers start making rules about who can and can’t visit and how often, and they want your car registered on their own special list with cameras to track you and fines to punish you. They offer exemptions of course, but then you have to apply for them and get permission.

Oxfordshire County Council yesterday approved plans to lock residents into one of six zones to ‘save the planet’ from global warming. The latest stage in the ’15 minute city’ agenda is to place electronic gates on key roads in and out of the city, confining residents to their own neighbourhoods.
Under the new scheme if residents want to leave their zone they will need permission from the Council who gets to decide who is worthy of freedom and who isn’t. Under the new scheme residents will be allowed to leave their zone a maximum of 100 days per year, but in order to even gain this every resident will have to register their car details with the council who will then track their movements via smart cameras round the city.
Every resident will be required to register their car with the County Council who will then monitor how many times they leave their district via number plate recognition cameras.
In the end, these aggressively overmanaged schemes mean more paperwork, more tracking, more jobs for bureaucrats and more free passes for “friends” of Big Government.
The more rules you have the more corrupt the system gets. For example, some city blocks are included in the favored list with 100 passes, while others get just 25 — so the property values of the inner circle addresses rise. As a bonus, in years to come property developers “in the know” and on the favoured list with certain councilors can arrange for rezoning on the right day (the one after they buy the property) and voila — that’s a nice capital gain for them

The councilors held a major consultation process but apparently knew the outcome. It says rather a lot about the attitude of one councilor who said it was going ahead whether people liked it or not.

ROAD blocks stopping most motorists from driving through Oxford city centre will divide the city into six “15 minute” neighbourhoods, a county council travel chief has said.
And he insisted the controversial plan would go ahead whether people liked it or not.
Businesses in Oxford are not impressed:
Hotelier Jeremy Mogford, who owns the Old Bank Hotel in High Street and the Old Parsonage Hotel and Gees, both in Banbury Road, described the plan as disastrous for business.
He previously told the Oxford Mail: “What we have is people making decisions that don’t live in the city centre or spend much time in the city.
“The council has adopted the position that climate change is real”
Skeptic and long range weather forecaster Piers Corbyn spoke to the council to warn them:
[Piers Corbyn said] “The point is that the basis of these documents are false – man-made climate change does not exist and if you don’t believe me, look at the sky. You should have a special meeting to discuss whether man-made climate change exists or not.”
Responding to Mr Corbyn’s claims, councillor Andrew, the council’s cabinet member for highways management, said: “Mr Corbyn said climate change is not real – this council has formally adopted a position that climate change is real.
“Mr Corbyn you are wrong, we are right.”
Well that’s it then. Councils control the weather. If this had nothing to do with climate change they could have said “we’ll see” and dismissed him anyway. But they have to believe…
Oxfordshire council has already infuriated local businesses earlier this year with road closures and traffic calming measures which have reduced the customer base significantly. Drivers destroyed 20 bollards in less than three weeks, and one frustrated cafe owner put up a giant billboard in protest saying “So much for democracy”. Even cyclists don’t like the traffic slowing measures, saying their road trips are more dangerous. There is at least one Oxford protest group that seems to have some success in stopping the road closures.
So who does want the traffic filters? Oxford University and the bus companies, and the council which expects to make £1.1m from fining errant drivers.
From the Oxford City Council Consultation page we see the plan is to reduce journeys that you think are necessary but the councilors don’t.
Why are we introducing trial traffic filters?
Across our county, we want to reduce unnecessary journeys by private vehicles and make walking, cycling, public and shared transport the natural first choice.
This will help us deliver an affordable, sustainable and inclusive transport system that enables the county to thrive whilst protecting the environment and making Oxfordshire a better place to live for all residents.
And it is about “protecting the environment” by tracking you and resisting your movement.
Canterbury is planning something spookily similar –– dividing up the city into five different districts with drivers unable to cross between zones without being fined. The old grid system of cities made for shorter distances and more choices. The new system offers only more obstacles and less freedom.

They recently put up plastic ‘traffic calming’ bollards. Over 20 of these were destroyed in the first month. They are replacing them with steel ones. Oxford is a medieval city with a very difficult to navigate city centre that is thronged with tourists and students all vying for space. Add in that the population of Greater Oxford is set to increase by 150,000 people in the next 10/15 years and it is clear the status quo is not going to work.
Add in that the parties involved -including the greens-are not keen on motor vehicles but that of course Many thousands of voters are involved in making the mini at nearby Cowley and nothing too drastic is going to be trialed as the greens/labours grip on the council is not strong.
I think to describe this as ‘Climate Lockdowns’ is considerable exaggeration, but it would be fair to say there is a desire to reduce traffic movements in what is a congested and polluted city

Trials are very often abandoned especially traffic related as they tend not to be possible when people actually come up against the practical problems caused. It is a shame people are not more vociferous and get involved BEFORE stupid plans are implemented.

Thanks for your comments Tonyb. I was also relying on Spiked . But I’ve substantially re-edited and added in more links and references to stories from the Oxford Mail, Daily Mail, the BBC and some longer quotes from the WEF as well. They show more definitively that the purpose of the “15 minute cities” is very much about climate change (so the WEF say) and is “inspired” by covid lockdowns. Calling it a Climate Lockdown is a fair thing.
I note the Vision News says that the councilors did not tell people they were going to do this until just after the last election. The shadow cabinet member for highways calls the councilors an “anti-motorist coalition.”
I’ve also explained my big problem with all this is that even if it was a traffic problem, there is a free market solution where they make alternatives better, instead they’ve picked the totalitarian path which involves tracking people and fining them, and dole out permits to “selected” friends.
Reading more of the local news, there have been many protests, and at least 6,000 people opposed. The desire for the traffic measures doesn’t seen to be coming from the people who live and work there.

No, there aren’t any cities in the world that would function under such a restriction. People need to get from their places of residence into the city centre to work & return at the end of the day. Medium sized cities like Sydney need one to two hours by car, longer by bicycle. Only the smallest could do it (eg in Denmark, where they think small).

The city workers will be travelling by public transport under this scheme I presume. Great for the spread of the latest epidemic of course. Maybe in those circumstances you will need to be vaccinated to get onto public transport. And the nexus develops. Theres an article in the Sunday Times today about the scheme. Apparently 30% of all traffic management schemes get removed as they don’t work. At various places in Oxford, Bollards have been removed and some arson carried out. This was a Tory council until May and the scheme as outlined is unlikely to go ahead in its ‘pure’ form. People like their cars and the extreme limitations outlined in this post are intended for better traffic management within this medieval city. It is not intended as climate lockdown except in the fevered imagination of a few greens and the student population who support them who, as yet, don’t need cars to get around. BTW Oxford is a pretty flat place and bikes work pretty well in the city centre with young energetic and idealistic users.
My part of the world is very hilly and full of cynical retired people and there is no chance of anyone attempting to impose traffic bans.

Not sure I agree Tony. I lived in Oxford for 17 years (1992-2009) and there was a traffic redirection scheme implemented circa 1999 to reduce the amount of cars entering the city centre. Was absolute chaos for months because not only was there redirection but the lights were set to cause major delays. During the initial implementation it took me 1hr and 40 minutes to get from Christ Church to Botley Road – about 1km – in the early afternoon. The traffic lights were backed off, but the road closures remained and it did reduce traffic…for a while, then some streets turned into a torrent of half empty buses. My impression was that it became more dangerous to cross the High Street after the calming measures than before.
The town is already quite radial with poor parking and most people already walk/bike to shops within their arm of the city when they can or head out to the major supermarkets on the ring road; you don’t drive through Oxford unless you can’t help it, and there are already four major park and ride car parks on the ring road from which people bus into the centre. Looking at the roads they are blocking, this appears to me to be a first step in completely isolating the various parts of Oxford from each other for little real purpose (other than causing a few people major inconvenience) rather than anything to do with redirecting cars from the city centre – the latter was done two decades ago. I suspect Oxford has been chosen because it already works like a 15 minute city and will be held up to the world as a successful implementation of this great idea. (It will also cause chaos on the ring road from what I can see which will have the added “benefit” of isolating Oxford from the rest of the county.)
The article mentioning Cowley Road which Jo linked to was surprising. Not quite sure how it would be possible to reduce the parking in Cowley Road other than the Union Street cark park which is/was tiny.

Have you been to Oxford recently? Have you seen the Extinction Rebellion posters all over the place? Perhaps take a walk down the urban-utopia dump of the Cowley road (home to Oxford’s Wokerati) to get a sense of the degree to which the city has drunk the climate kool-aid.
The congestion problem in Oxford was bad, but not much worse than most other UK cities, usually exacerbated by old, narrow bridges acting as choke points on arterial routes out of the city centre (Botley and Abingdon Roads in particular). Decent infrastructure projects could have partially addressed these problems, and the ‘Zero Emissions Zone’ in the centre, was necessary to pedestrianize what was a crowded part of the city.
The council’s ‘solution’ however has been to deliberately exacerbate the congestion problems through the introduction of ‘Low Traffic Neighbourhoods’, making certain routes impassable, doctoring traffic light timing, introducing 20mph limits on main arterial roads and turning sections into road-wide cycle lanes. This has, within weeks, pretty much doubled congestion in the city. The idea is clearly to make life as hellish as possible for drivers in order to create justification for their idiotic, authoritarian plan – itself a sign of the level of dishonesty the green blob is prepared to stoop to.
Short of banning cars altogether – which would be economic death for the city – the ‘traffic filters’ will just create more congestion and misery for residents and workers (and ironically danger for pedestrians and cyclists), as traffic is forced out onto what is misleadingly called a ‘ring road’, on a 15 mile journey to another entry points which will serve as traffic bottlenecks, and need to be used to access the city’s park-and-rides. This ring road is actually a major route from the North to the South of the UK, and already dangerous and inadequate for its purpose.
Oxford council would realise within five minutes of analysing their plans that they are utterly idiotic and self-defeating. The fact they seem unprepared to do this at any cost suggests to me they are acting on instructions from higher up.

You are right Jo that this is not a ‘traffic problem’, traffic in oxford has always been difficult as TonyB explains. As such their is alot of cycling and park n ride etc already. The natural constraints have successfully altered movements in Cities like Oxford and London already. Political impositions just distort and disrupt life. I live 15mins outside Oxford and avoid going in unless essential due to the lousy road network and impossible parking. The city does have a world-class orchestra whose concerts in the Sheldonian Theatre (Christopher Wren building) I travel in for. These new restrictions will kill the Orchestra who i expect will move to another City. A great deal of cultural and social life is likely to decamp elsewhere. Oxford city is controlled by nutty green councillors so the city deserves the failure it has voted for.
Once these restrictions are imposed it will be interesting to observe the disobedience and the vandalism of the impositions. Although Oxford is a hive of academics (never actually worked for a living) and thus communists it may make some of them take their blinkers off.

Ten years ago, the ACT government introduced a six month trial of 50kph zones. It claimed that it would save 20 lives a year. Six months later, it announced that the trial had been such a great success that it was bringing it in ACT-wide permanently. The ACT never has 20 deaths a year under any circumstances, so it was an obvious fake. They were just going the motions.
Now, they have announced a trial of 40kph zones to soften us up for an ACT-wide limit. Whatever you do, don’t broach the idea of a 15 minute city, we wouldn’t survive.

This is just a bunch of incorrect information. First – the ACT road toll is currently 18 so, while it is not 20, it is hardly a valid claim to say that it can’t be 20 (and hopefully it wont be).
While there were trials in the ACT (pre 2009, not 10 years ago), they were a prelude to an already agreed multi state (ie not ACT) 50 limit in built up areas. The 40 zones, which are already out of trial phase, are for areas of high pedestrian activity (ie shopping areas).

I suspect a lot of road toll casualties are due to distractions such as mobile phones . Increased road traffic and population densities are factors too . In Melbourne we have targeted restrictions near schools (40 Kph) and a 50 kph limit in built up areas.

The last 12 months in the ACT has seen a surge in driver bad behavior related accidents (aka hooning) and drug linked accidents. I am not saying that distraction is not a major and growing problem across many or all jurisdictions. It is a statistical quirk of having small numbers like in the ACT that particular cultural issues can seem to dominate the data at times.

Insurance companies want to give a discount if you allow them to use an app which monitors how far, where, how often, how fast, and how you drive. Don’t give in for a few bucks off. BMW has seat heaters which don’t work unless you pay an additional monthly fee. Then they can activate them for you remotely or deactivate them depending on if your extortion payments are up to date. What other operational features can they control or plan on controlling?
Buttigieg has already floated the idea of replacing private ownership with a government owned and controlled green fleet in America.

The high cost of living crisis in the United Kingdom has prompted Britons in some cities to eat pet food.
British media reported on Thursday that people were “eating pet food” because they can’t afford real food anymore.
According to the report, parts of Wales were hit so hard by poverty that people were forced to stoop to the lowest levels to just feed their families.
‘I’m still shocked by the fact that we have people who are eating pet food,” Mark Seed, who runs a community food project in Trowbridge east Cardiff, told the BBC.
‘[There are] people who are trying to heat their food on a radiator or a candle,” he said.
Seed noted that nowadays British households that were struggling to survive could be found in areas beyond the regions that were long associated with poverty. He said to tackle the poverty, the government needed to change its policy to focus on people and not places.

About 16 Weeks ago I was adopted by a stray tabby cat (likely abandoned by renters).

Drumsticks for $4/kg (break the bones to get the goodies out of the marrow), lamb hearts for a bit more, $2/kg flour for flatbread – zero wastage from going stale because you cook it in minutes as you need it (the leftover dough stays in the bowl to leaven the next day’s dough, so no ongoing yeast cost.) A small garden with kale and/or silverbeet. Carrots and onions are always cheap. Spuds getting dearer but still not really worth growing unless you’re into gardening.
Jarred garlic is cheap, lots of herbs are easy to grow on the windowsill if necessary.
V8 original (often on special for $3/litre) makes the best tomato base as the stock veg are already in there (except an onion) without the sickly overblown artificial taste of the jarred simmer sauce abominations. Home brand tinned tomatoes are still cheap. Herbs and spices are cheap in bulk from restaurant supply or asian grocers.
With the V8 tomato base, a few very basic herbs and spices make palatable (but wildly unauthentic) renditions of Italian, Mexican and Indian can be made to go with whatever protein you have.
Things would have to be extremely grim for us here at my place to even eat supermarket sausages, let alone tuck into a feed of Pal. And we ain’t rich.

The only Potato you can freeze (after you have washed them clean) – so nothing goes to seed.

The aim of the 15 minute city — according to the WEF and UN is to change behaviour, to force people to make friends and do their trading etc in little subunit cities. Once they start with cameras and tracking it will be so easy to add in more sites, more hours and more rules.

There is NO CONSIDERATION whatsoever for local residents or businesses, the elderly, families, shoppers, tradesmen, carers etc. who need to drive and park. It’s all to fulfill a woke BS Leftist fantasy. Meanwhile the people who promote it get driven everywhere at taxpayer expense. They personally don’t ride bikes, of course.

Then it’s really easy to achieve COVID lockdowns because each building can be easily secured. Deliveries of food etc are streamlined because with one stop you can supply so many more citizens compared to single dwellings on separate blocks. In Australian cities we are already very close to 15 min access anyway. We have a greater proliferation of supermarkets than most other countries. Sydney was an extremely pleasant city to live in and travel around back in 2000 when private traffic was heavily limited during the Olympic Games. I often wondered why one of the useless Labor governments of that era(particularly Kenneally’s) didn’t say “to hell with it, we’re going to lose government anyway, why not ban private cars in the inner city and see what happens.” They might then have been remembered for something other than epic corruption.

Local Neighbourhoods?
My understanding is we essentially lived in easy walking distance to Main Street shops, schools, post office, police station, in fact every service, sporting activity etc was available at a local level. Anything else in a capital city was accessible by tram or train, in a regional city you could walk or ride and in a small town the shop owners knew where you were if you needed assistance.
Now who changed this with the promotion of Los Angeles style sprawl, cheap rural and vacant land covered with little boxes whose residents had to drive to big shopping centres?
The same people who are now telling us this lifestyle is wrong and we need to have the modern lifestyle and the freedoms we enjoy with access to transport restricted by a central authority.
I have been a fan of strong local communities only I would prefer this to occur by removing the controls that have destroyed local business, services clubs, etc; effectively exhausting small communities when they should have been allowed to be innovative and flourish.
